The Opportunity

My client are looking for an experienced Interim Infrastructure Programme Manager to take ownership of a key portfolio of water infrastructure projects.

The client needs someone who can come in, get their arms around the programme quickly, understand what is working, what needs tightening up, and bring proper structure, pace and control to delivery.

The work will cover capital infrastructure projects across areas such as:
  • Mains renewals
  • Asset upgrades
  • Refurbishments
  • Growth projects
  • Wider water infrastructure delivery
The Role You’ll be working in a regulated utilities environment where delivery discipline, stakeholder confidence, governance and commercial control all matter.

The role will involve:
  • Leading infrastructure programmes through the full project lifecycle
  • Managing activity across planning, design, construction, commissioning, handover and close-out
  • Working closely with project teams, PMO, engineering, procurement, environmental, legal and commercial teams
  • Managing external relationships with contractors, suppliers, local authorities and regulators
  • Bringing clarity and control to a busy and complex delivery environment
  • Keeping delivery moving while managing risk, cost, quality, safety and stakeholder expectations

Key Responsibilities we are looking for someone who can:
  • Lead the delivery of capital infrastructure programmes across water and utilities
  • Bring structure, discipline and visibility to programme delivery
  • Work with PMO teams to improve governance, reporting, controls and assurance
  • Manage budgets, forecasts, schedules, risks, issues and dependencies
  • Challenge delivery plans and proposals to make sure they are realistic, commercially sound and focused on outcomes
  • Oversee contractors, suppliers and third-party delivery partners
  • Support procurement and contract management activity
  • Provide clear, honest updates to senior stakeholders
  • Improve delivery maturity across project teams
  • Ensure work is delivered safely and in line with quality, regulatory and compliance requirements
  • Apply CDM regulations and maintain a strong focus on health, safety and wellbeing
Experience Required We’re particularly interested in people with experience across:
  • Water, utilities, infrastructure, power, transport or other regulated sectors
  • Capital programme delivery
  • Full lifecycle infrastructure delivery
  • Programme governance and gateway controls
  • PMO reporting and programme controls
  • Contractor and supply chain management
  • Budget management, forecasting and cost control
  • Risk management and issue resolution
  • Senior stakeholder engagement
  • APM, PRINCE2 or similar delivery environments
  • CDM regulations and infrastructure delivery best practice
The Person

This role will suit a confident, delivery-focused Utilities Programme Manager who can step into a busy environment and add value quickly.

You’ll need to be someone who is comfortable with:
  • Dealing with ambiguity
  • Asking the right questions
  • Challenging where needed
  • Working with senior stakeholders
  • Getting into the detail without losing sight of the bigger picture
  • Giving the client confidence that the programme is under control
